In February 2020, the United States and the Taliban signed an agreement laying the groundwork for a full withdrawal of all foreign troops from Afghanistan and ending the United States’ longest war. Efforts to implement the agreement have seen an increase in violence and civilian casualties, along with failure to carry out stipulated prisoner exchanges. The Friends Committee on National Legislation (FCNL) has issued a new report on the responsible path forward which draws on extensive interviews with experts in diplomacy, crisis response and planning, military affairs, and state-building in Afghanistan.
The report examines how to: 1) Support full military withdrawal from Afghanistan, 2) Ramp up bilateral and multilateral diplomatic efforts, 3) Support long-term Afghan-led solutions, and 4) Oppose continued militarized counterterrorism in Afghanistan.
